Your actions are correctly associated. I don't know why these methods aren't working for you though, I've never seen a problem with them.

I have tried both methods (including restarting Automator) and neither results in my action showing up in the action list pane.

When I look at the "Get Info" for the .action file I want to import, it shows an association with the Automator application. Is this correct? should it be Applescript or something else?

...or you can just drag the '.action' file from the Desktop straight into the "library pane" in Automator and the Action will appear immediately, without restarting. It doesn't matter which App is highlighted it will go into the correct one according to it's own prefs...
