Tired of having to restart Automator every time you install an action to have it appear in the Library? In Automator, *File > Import Actions...* will install the action into ~/Library/Automator/
for you, and have it appear in the Library immediately.
…or you can just drag the ‘.action’ file from the Desktop straight into the “library pane” in Automator and the Action will appear immediately, without restarting. It doesn’t matter which App is highlighted it will go into the correct one according to it’s own prefs…

I have tried both methods (including restarting Automator) and neither results in my action showing up in the action list pane.
When I look at the “Get Info” for the .action file I want to import, it shows an association with the Automator application. Is this correct? should it be Applescript or something else?

Your actions are correctly associated. I don’t know why these methods aren’t working for you though, I’ve never seen a problem with them.
